New asphalt pavement can loose as much as 50% of its thickness in as little as 5 years from stones unraveling on the surface. A new asphalt pavement structure can be sealed as soon as it looks gray or has stones unraveling.

If you pour water on the asphalt and you see a blue oil film, it is to soon to seal, if not you are ready to get sealed.  If you get it sealed within the first year, you are sealing in 100% of your pavement thickness.
